Background and Discussion:
The purpose of this written agreement is to set for the duties and obligations of the parties, neither of which shall be liable for payment to the other party for any services rendered hereunder. This will be the HAY Centers' first MOU with Houston Food Bank; however, the HAY Center has implemented non-financial MOUs in the past. To participate in the Food Scholarship program, former foster youth must be engaged in HAY Center case management services that include employment and/or education. The HAY Center has operated a Texas Workforce Commission grant agreement for over eleven years that requires an integrated workforce development system to include job-training, employment, and employment related educational programs for current and former foster youth between the ages of 16-25. The HAY Center also has an Education Advocate on staff that assists youth with developing individualized plans to accomplish their educational goals.
