title
Request by the County Attorney for approval of an order authorizing legal action and litigation expenses in connection with the federal government's illegal termination of the Solar for All Program.
end
Background and Discussion: On August 7th, Harris County received a termination letter from the EPA, purporting to end the Texas Solar for All program and rescind the grant the Texas Solar for All Coalition received under that program. CAO has serious doubts about the legality of this termination notice and is seeking to challenge the EPA's decision to terminate the program.
The Texas Solar for All Coalition is led by Harris County. The Coalition was awarded $250 million by the EPA to increase access to, and make more affordable, solar energy. With this money, Harris County would be able to cut energy bills, strengthen the energy grid, create thousands of local jobs, invest in American manufacturing, and give our communities added resilience in the face of more severe climate disasters. The end of this program would be a huge loss for Harris County, and Texas more generally, and so it is vital that action be taken to protect this investment in our communities.
