Background and Discussion: This transmittal provides an update on the development of the Harris County Flood Resilience Plan from December 2024 to present, including key technical milestones and engagement activities. Harris County's first Flood Resilience Plan (FRP) is a comprehensive framework to establish clear, actionable, and measurable strategies for flood resilience in the region. Development of the FRP is envisioned to be a collaborative process guided by the Harris County Flood Control District (FCD) and the Infrastructure Resilience Team (IRT), with input and advice from the Community Flood Resilience Task Force (CFRTF), key local and regional partners, and Harris County communities.

Expected Impact: The purpose of the Flood Resilience Plan is to propose resilience strategies and an implementation roadmap across multiple systems and scales for various implementation partners such as the Flood Control District, the IRT (OCE, HCPH, HCOHSEM, HCTRA and HCHCD, community partners and others).
