Background and Discussion:
The project section of Mound Road 2 is a 4-lane, median-divided concrete roadway extended from Greenhouse Road and transitioning to 2-lane asphalt and gravel roadways terminating at Cypress Drive Mound Road Extension project to be divided into two segments to provide accessibility to adjacent developments and finalize the outfall design servicing the project. This change in contract will result in significant cost savings by installing HDPE (High-Density Polyethylene) in lieu of RCP (reinforced Concrete Pipe). Unlike RCP, which requires a headwall at the outfall, HDPE eliminates that need while still meeting Harris County Flood Control District requirements.

The change in contract includes the following:
* 36" HDPE pipe, 115 LF = $19,303.90
* 36" End cap with 15" restrictor, 1 EA = $903.19
* 36" Timber Bent, 1 EA = 3,808.51...
