Background and Discussion:
On July 10, 2025, Harris County Commissioners Court nominated Martina Lemond Dixon, on behalf of the Flood Control District, a Conservation and Reclamation District, as a candidate to be listed on the ballot for a position on the HCAD Board of Directors. The Court must now cast votes, on behalf of the Flood Control District, to formalize the selection of a candidate. Pursuant to voting entitlement calculations under Texas Property Tax Code Section 6.03(d), the Flood Control District has 48 votes.

The candidate receiving the most votes will become the single nominee of the Conservation and Reclamation Districts (CRDs) and will be placed on the final voting ballot in the election involving all taxing units entitled to vote if the winning candidate receives more than ten percent (14) of all votes entitled to be cast (136) by all the CRDs.
