Background and Discussion:
The County processes and houses certain arrestees from the City of Houston for a fee which is calculated using a formula derived in 2015. Based on substantial changes to the volume of City Class C inmates processed, an amended, payment of $14 million was previously approved for March 2024 through February 2025. The lower volume of City Class C inmates has continued and OMB is recommending a fourth amendment to this agreement under which the City would be charged $14 million for the period from March 1, 2025 through February 28, 2026.

Expected Impact:

The proposed revenue is unchanged from last year.

Alternative Options:

Continue to bill the City under the terms of the 2015 agreement.
