Background and Discussion:
On February 9, 2021, Harris County Commissioners Court approved the Housing and Community Development's submission of the Program Year (PY) 2021 Annual Action Plan (AAP) to the U.S. Department of Housing and Urban Development (HUD) based upon the FY2020 HUD entitlement allocations of $19,808,337. On February 25, 2021, Harris County received a funding allocation letter from HUD in the amount of $20,075,894 for the Fiscal Year (FY) 2021 to be used for HCHCD's Program Year (PY) March 1, 2021 to February 28, 2022 (PY2021) Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). Later, on April 28, 2021, Harris County received a HOME Investment Partnerships Program-American Rescue Plan (HOME-ARP) funding allocation letter from HUD in the amount of $16,747,366.
