Request by the County Library for approval to use the county credit card in an amount not to exceed $28,000.00 for non-personnel expenses associated with the approved Homegrown-funded project (Fund 1000), in accordance with the approved budget.

Background and Discussion:
As a Local Network Organization for the Early Learning Quality Network project, the County Library received $28,000 in funding from the Harris County Early Childhood Initiatives Team's Homegrown Grant award. To meet the goals of the project, the County Library is required to host community convenings in the form of townhalls, training and listening sessions, community events, workshops and advisory committee meetings to create and implement initiatives in Commissioner's Precinct 1 and 3. Because the project is dependent upon community participation from home based child care providers and friend, family and neighbor care, the Homegrown grant allowed for incentives in the form of gift cards and food/beverage to encourage and reward community participation. Additionally, to support robust engagement, speaker and training fees and other event related expenses that require credit card payment and deposits are allowed in the Homegrown grant.
