Background and Discussion:
The All in 4 Katy East: A Precinct 4 Community Plan is the first of the All in 4 community plans. The report was completed in March 2025. The study area includes the unincorporated areas east of Katy from Katy Hockley Road to Highway 6 and Clay Road to the county line. Plan development started in late 2023 with extensive community engagement through workshops, a community survey, and steering committee meetings.
Precinct 4 has initiated implementation of some of the key recommendations in the plan, including pursuing multi-modal and roadway safety grant funding from TxDOT (Transportation Alternatives Call for Projects) for sidewalk construction on Clay Road to connect several Katy ISD and Cypress Fairbanks ISD schools.
Expected Impact:
The Katy East community plan provides a strategic framework to guide infrastructure investment, economic development and improved housing, health, and safety in the unincorporated areas east of Katy and west of Houston.
