Background and Discussion:
The vendor eCivis, Inc. was selected via a Sole Source Exemption to provide grants prospecting software to the prior Harris County Budget Management Department on the 8/10/2021 Commissioners Court. Since that time, the vendor has provided licenses and maintenance of its grants prospecting software to departments throughout the County. Between 2021 and 2022, the vendor experienced an issue with their state franchise tax account, rendering the County unable to process purchase orders or approve contract renewals for the vendor for the years 2022, 2023, or 2024. There were no corresponding purchase orders created for Invoice No. 109338 for services from 8/27/2021 to 8/26/2022, Invoice No. 123244 for services from 8/27/2022 to 8/26/2023, and Invoice No. 123246 for services from 8/27/2023 to 8/26/2024, resulting in non-payment of invoices by the County during that time.
