Background and Discussion:
Harris County entered into an agreement with Metropolitan Transit Authority (METRO) on May 1, 2014 to
provide a subsidy to County employees who use mass transit. Harris County partners with the Harris County
Federal Credit Union on distribution of the METRO Q Cards to employees who transit to work using METRO.
Currently, the subsidy is $60 per month.

Expected Impact:
The METRO subsidy program is included in Harris County's Climate Action Plan. Providing the subsidy
encourages employees to use mass transit, therefore, reducing emissions and traffic. Also, the subsidy is a
lower cost option than providing parking to employees, especially those that work downtown.
