Background and Discussion:
The City of Baytown established Reinvestment Zone Number One, City of Baytown, pursuant to Chapter 311 of the Texas Tax Code, to prepare and approve a project plan and financing plan to support redevelopment and promote growth within the TIRZ. Since the TIRZ is largely within the boundaries of Precinct 2, the commissioner of that precinct may nominate a candidate for the position as provided in the adopted Boards and Commissions Uniform Board Policies and Procedures, Section 8, D. Appointment Process.
