Background and Discussion:
This is a request for authorization to submit grant applications for voluntary acquisition through FEMA's Flood Mitigation Assistance (FMA) Swift 2nd Submittal 2024 grant program. The Flood Control District utilizes this annual grant program in order to leverage local funds and acquire properties in approved buyout areas in order to reduce flood damages and protect people and property.

Expected Impact:
If the applications are approved, the grant program will provide up to 100% reimbursement for all eligible costs under the grant for structures meeting FEMA's severe repetitive loss (SRL) criteria. Structures meeting the repetitive loss (RL) criteria will require a 10% local match. Structures meeting neither SRL nor RL criteria but located within the mapped floodplain and with a current flood insurance policy will require a 25% local match.
