Background and Discussion: Precinct 2 would like to use a secured text messaging platform with the capability to send mass text communications by zip codes to the constituents of the Precinct. These will be notifications such as, but not limited to, upcoming road projects, street closures, community improvements, Harris County and Precinct 2 specific special events.
