Background and Discussion:
On June 7, 2024, Purchasing advertised a Request for Proposal for a third-party evaluation of the ACCESS Harris Initiative. Since then, Merative, the International Business Machines Corporation (IBM) subcontractor responsible for the Merative Integrated Care (MIC) portion of the ACCESS platform, discontinued support for the MIC module (MIC is the portion of the ACCESS platform used by case managers to collect client data). After reviewing the cost of the evaluation and considering the current program priorities to transition to a new case management system, Harris County Public Health (HCPH) has determined that an impact evaluation is not appropriate at this time. HCPH plans to reject and rebid at a later date.
