Background and Discussion:
Following the Notice of Award received on July 15, 2024, Harris County, as the lead for the Texas Solar for All Coalition, has been working with the EPA to finalize the program's workplan and budget for the five-year grant period, previously under a 2% drawdown limit condition. Harris County has now met the requirements to receive the Notice of Amended Award, which lifts the 2% spending limit and includes the EPA's final Terms and Conditions for the program.

Expected Impact:
The Notice of Amended Award removes the 2% spending limit on the total grant budget, enabling the Texas Solar for All Coalition to advance program implementation and allow coalition members to move forward with their work.
