Request by the Department of Economic Equity and Opportunity for approval of a Memorandum of Understanding (MOU) with Harris County Toll Road Authority (HCTRA) in the amount of $415,016.48 for Minority- and Women-Owned Business Enterprise (M/WBE) Program Compliance Services provided during FY2025.

Background and Discussion:
The Department of Economic Equity and Opportunity (DEEO) Vendor Diversity team provides M/WBE program compliance services for HCTRA projects in accordance with the Harris County Minority- and Women-Owned Business Enterprise (M/WBE) Policy. The parties agree to a formal MOU for payment of services upon execution of all parties.
This MOU is for FY2025; the period of performance is from January 1, 2025, to September 30, 2025. The amount and terms have been mutually agreed upon and reflect labor costs for four (4) positions (PCN) and project costs (portion of compliance software, supplies, etc.). The amount will be reviewed annually for consideration of additional projects and updated accordingly.
Expected Impact:
The DEEO will use the revenue collected from this agreement to secure the resources required for M/WBE program compliance on HCTRA projects in accordance with the Harris County M/WBE Policy.
Alternative Options:
Not approving the MOU will impact the DEEO's ability to provide adequate compliance monitoring services on HCTRA projects.
