Background and Discussion:
The Flood Control District has been a Letter of Map Revision Program (LOMR) review partner with FEMA since 2010. Each year, we apply for grant funding in order that we may process LOMR and Conditional Letter of Map Revision (CLOMR) requests submitted for areas within Harris County. This year we are requesting $108,000 in federal funding with no required local match.

Expected Impact:
The Harris County Flood Control District would be allowed to apply for grant funding to continue reviewing LOMRs and CLOMRs for another year.

Alternative Options:
The alternative would be that when current funding is exhausted, the LOMR Review program would be suspended and LOMRs and CLOMRs in Harris County would be processed by the FEMA Production and Technical Services contractors who do not have the benefits of our local knowledge of Harris County flood hazards, take longer to review cases on average, and are not accountable to Harris County leadership.
