Background and Discussion:
Harris County and the Houston Ship Channel Security District annually update their agreement to reflect the
latest port security grants obtained by County offices and departments and the District's responsibility for
providing financial matches for those grants. This is the thirteenth such amendment. On Nov. 12, 2024, it was adopted by the Ship Channel Security District Board of Directors. The county's Port Grant Director, Kenya Wilson, and Assistant County Attorney Philip Berzins have reviewed and approved it. All that remains is for Commissioners Court to approve this Thirteenth Amendment.
