Background and Discussion:
Per 24 CFR Part 91, the Consolidated Planning regulation, the U.S. Department of Housing and Urban Development (HUD) requires all participating jurisdictions to report on the use of HUD entitlement funds, actions, and accomplishments in addressing the needs stated in the Consolidated Plan through the Consolidated Annual Performance and Evaluation Report (CAPER). The Harris County Program Year 2023 (PY2023) CAPER is the fifth annual performance report for the PY2019-2023 Consolidated Plan and describes progress made from October 1, 2023 to September 30, 2024. In PY2023, Harris County received $21,465,932 in Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds plus an estimated $86,000 in program income for a total of $21,551,932 in available funding. All projects expended entitlement funds amounting to $27,433,010.91 during PY2023, which includes prior-year funding.
