Background and Discussion:
Tax Increment Reinvestment Zones (TIRZ) are a financial and policy tool that has been widely used in the Harris County-Houston region. In recent years, Harris County has become more active in the creation of County TIRZ and the participation in City of Houston created TIRZ. The purpose of this document is to provide guidance on the process and procedures for the County to create or join a TIRZ.
Expected Impact:
The attached guidance provides recommendations on procedures to provide additional transparency and clarity on what is needed to create or a join a TIRZ. The steps outlined are also intended to provide Court offices with additional information regarding the impact of prospective TIRZ activity.
