Background and Discussion:
HCRCA department has relied on the EVOLV client database for over two (2) decades, originally designed to function with outdated software like Microsoft Explorer. However, the system's "canned reports" are cumbersome to navigate and modify, necessitating costly upgrades and additional vendor contracts. With the program's functionality no longer meeting our needs, it is imperative to explore a new client database solution in partnership with Harris County Universal Services (US) to ensure consistent support. US provides information technology (IT) support to Harris County Divisions and Offices with high quality, innovative, and cost-effective solutions in order to optimize business and operating models of supported agencies. Furthermore, the new database must align with HCRCA standards to maintain Council on Accreditation (COA) certification, in collaboration with HCRCA's Program Development department.
