Background and Discussion:
Tetra Tech will provide project administration, project management and recovery services for the May 2024 Windstorm related to the Federal Emergency Management Agency (FEMA) Public Assistance Program. This will include coordination with FEMA on submittal of damages, developing projects, responding to requests for information and documentation, and appealing adverse determinations. In addition, Tetra Tech will coordinate and manage the audit process with the Texas Department of Emergency Management (TDEM) once a project is obligated.

Expected Impact:
With Tetra Tech providing project administration, project management and recovery services for the May 2024 Windstorm, it will ensure Harris County receives maximum reimbursement from FEMA and other sources more timely. The services provided by Tetra Tech should be mostly reimbursed by FEMA at 75%.

Alternative Options:
Harris County Risk Management staff could perform these services entirely, but the recovery period would be prolonged due to limited capacity.
