end
Background and Discussion:
Section 203.025 of the Texas Local Government Code gives Commissioners Court the authority to designate an individual, office, or position as the records management officer (RMO) holder. The RMO role resides in the Universal Services Department, currently led by Brian Foster. Commissioners Court approved Mr. Foster's appointment on July 19, 2016. Instead of Commissioners Court appointing a person as Records Management Officer, the request will designate Universal Services as the department that will hold the office. The role of the RMO, as mandated by TEX. LOC. GOV'T CODE ?203-023, is to establish policies and procedures for a comprehensive records management program. This includes developing the Records and Information Management Plan and the Records Control Schedule.
Expected Impact:
Ensure the satisfaction of legal obligations, regulatory requirements, and improve operational capability for Harris County departments.
