Request for approval of a resolution and ballot casting the Harris County Flood Control District's 80 votes for Jonathan Cowen to be appointed to the Harris Central Appraisal District's Board of Directors for a term beginning on January 1, 2025.

Background and Discussion:
The taxing units are following a new procedure to select Harris Central Appraisal District (HCAD) Directors this year after changes to the Texas Property Tax Code enacted by SB 2. The changes ended the ability of Harris County, HISD, and the City of Houston to directly appoint a member to the HCAD Board, providing instead that all the voting taxing units (county, cities, ISDs, and conservation and reclamation districts) can nominate candidates to participate in a taxing unit election process. Commissioners Court, as the governing body for the Harris County Flood Control District (HCFCD), supported the nomination of Jonathan Cowen, a Conservation and Reclamation Districts candidate, on August 6 and must now cast HCFCD's 80 votes to finalize the selection and appointment process.
Expected Impact:
The governing body of each taxing unit is entitled to cast its votes for a candidate(s) of its choice from the names appearing on the Certification of Ballot. The five candidates who receive the most votes during the election process will be appointed to the five board positions on the HCAD Board for a term of office commencing on January 1, 2025.
