Background and Discussion:
The USDOT released the Reconnecting Communities Pilot discretionary grant program, and the application deadline was September 30, 2024. This $200 million grant program is focused on reconnecting communities by removing, retrofitting, or mitigating transportation facilities such as highways and rail lines that create barriers to community connectivity including mobility, access, or economic development. The maximum Community Planning Grant award funded with RCP funds is $2 million. Harris County submitted a grant application requesting an amount of $2,000,000, with a required match of $500,000, for the Inner Katy Cap Park project.
The I-10 Inner Katy Cap Park study will assess the feasibility of creating a community supported Cap Park over the I-10 Inner Katy Corridor, between UP Railroad line closer to the SPCA and Yale St. (about 3.2 miles). The proposal includes capping the highway to support an urban park, mixed-use development, and multimodal infrastructure.
Expected Impact:
The proposed project aims to reconnect neighborhoods divided by the proposed I-10 highway reconstruction program by improving pedestrian, bicycle, and transit access in the surrounding neighborhoods.
