Background and Discussion:
This is a request for authorization to submit grant applications for voluntary acquisition through FEMA's Flood Mitigation Assistance Swift (FMA) 2024 grant program. The Harris County Flood Control District will utilizes this new grant program in order to leverage local funds and acquire properties in approved buyout areas in order to reduce flood damages and protect people and property.

Expected Impact:
If the applications are approved, the grant program will provide up to 100% reimbursement for all eligible costs under the grant for structures meeting FEMA's severe repetitive loss (SRL) criteria. Structures meeting the repetitive loss (RL) criteria will require a 10% local match. Structures meeting neither SRL nor RL criteria but located within the mapped floodplain and with a current flood insurance policy will require a 25% local match.

Alternative Options:
Utilize local funds only for voluntary acquisition which would result in less total funding.
