Request by the Office of County Administration for approval to accept from the U.S. Environmental Protection Agency grant funds in the total amount of $249,700,000, with no required match, for the Solar for All Program.

Background and Discussion:
Harris County lead a statewide application for EPA's Solar For All program. We were informed in May of 2024 that our coalition had been selected for an award of $249,700,000 and transmitted that notification to Court at that time. The grant period if five years beginning September 1, 2024.
The County Auditor has requested a grant acceptance be approved by Court so we are submitting the attached item so the grant can be properly set up in the County financial system. We will return to Court with an EPA approved workplan in December or January.
Expected Impact:
Passing this item will allow the grant to be set up in People Soft and allow to begin to draw down funds to complete the workplan.
Alternative Options:
Court does not pass this item and it will mean that we cannot yet use the grant resources to move the grant forward.
