Background and Discussion:

The County released the Early Childhood Impact Fund RFP in late 2020 to solicit applications from service providers, organizations, and researchers to implement a three-year program to invest in high-impact early childhood programs. Three organizations were selected to receive funding.?
?
Texas Children's Hospital was awarded to implement upWORDS, a community-based infant brain development initiative aimed at helping families support language development, connect to community resources, and access maternal mental health support.?

To ensure accurate spenddown of ARPA funds for this program, a cost-neutral amendment is sought to extend the performance period end date from November 14, 2025 to July 31, 2025 and reorganize the budget.

Expected Impact:

These changes will better ensure accurate spenddown of the program's budget with additional time and adjusted budget categories for the upWORDS program.
