Background and Discussion:
On October 10, 2023, Commissioners Court approved an Implementation of Service Agreement (ISA) with the Texas Department of Transportation which allowed HCTRA to begin working towards development of a tolling-service agreement to provide back-office tolling services for TxDOT toll roads. As part of the approval of the ISA, it was noted that a future action would be necessary to approve the Tolling Service Agreement which includes financial and business terms for the operational processing of revenue collections.
Expected Impact:
This Agreement will assure that HCTRA can provide a single system for both agencies to enhance customer service for toll road users in the Houston and Austin regions.
