Background and Discussion:
On March 9th 2021, Commissioners Court approved a budget policy on the management of unspent, budgeted general funds from the prior fiscal year. Departments can request a carry forward of unspent funds for the following - (1) to pay invoices for services or goods provided the prior fiscal year that did not meet the deadline to be paid before year-end close and (2) one-time funds for previously approved projects that have been delayed in completion.

In October 2024, county departments submitted requests to carry forward funds from FY24 into FY25. A total of 50 departments, including Flood Control, submitted over 900 requests. After reviewing departments' FY24 ending balances and alignment with the above criteria for carry forward of unspent budgeted general funds, the Office of Management and Budget recommends the attached requests for approval.

Expected Impact:
The total of all the carry forward requests being recommended is $36,187,743; $4,013,862 of which would come from Fund 2890. The transfer of carry forward funds will allow departments to meet their fiscal needs. The funding will come out of departments' budgeted unspent general funds from the prior fiscal year.

Alternative Options:
To not transfer the funds and require the fiscal needs from FY24 to be paid out of the FY25 allocation.
