Background and Discussion:
The taxing units are following a new procedure to select Harris Central Appraisal District (HCAD) Directors this year after changes to the Texas Property Tax Code enacted by SB 2. The changes ended the ability of Harris County, HISD, and the City of Houston to directly appoint a member to the HCAD Board, providing instead that all the voting taxing units (county, cities, ISDs, and conservation and reclamation districts) can nominate candidates who will participate in a taxing unit election process in November. The five candidates who receive the most votes during the election process in November will be appointed to the five board positions on the HCAD Board for a term of office commencing on January 1, 2025.

Expected Impact:
Harris County must submit its nomination to HCAD before October 15, 2024. Once all nominations are submitted by the various taxing units, HCAD will prepare and issue a ballot to the governing body of each taxing unit, including Harris County, for each taxing unit to cast its votes.
