Background and Discussion:
H.B. 608 now allows county commissioners to permit retail fireworks sales from five days before Diwali until midnight on the last day of Diwali, with dates varying annually based on the Hindu calendar. The bill sets a deadline of fifteen days before the beginning of Diwali by which the Court must adopt an order prohibiting or restricting the sale or use of restricted fireworks.

Diwali is on November 1, 2024, so an order will need to be adopted by October 8, 2024, to be in effect for Diwali this year.

Expected Impact:
Adopting a community-based and safety-focused plan provided by the HCFMO will bring Harris County into compliance with current law, as well as support an important community celebration.
