Request for approval of change in contract No. 7 with Lecon, Inc., for Major Maintenance of Cypress Creek and Tributaries Batch 3, adding 77 calendar days (Cypress Creek Watershed, Bond ID CI-012, Project ID K100-00-00-X087, Job No. 22/0085, Precincts 1 and 3, MWDBE Contracted Goal: 20.50%, MWDBE Current Participation: 22.95%).

Background and Discussion:
The purpose of this contract change is to address unforeseen conditions, reconcile quantities, and extend the contract duration. The contract change includes 77 additional days (60 days for erosion repairs and 17 days due to inclement weather). The cost increases from extending bid item quantities and creating new pay items have been offset by deducting unused plan quantities that are not needed for completion, resulting in no net change in the contract value.

Expected Impact:
This change will allow the contractor to construct the project so that Harris County can realize intended flood risk reduction benefits.

Alternative Options:
This is an active construction contract, so there are not many alternatives to approving a change order other than cancelling the contract which is not recommended as doing so would substantially delay the remaining work in the construction contract.
