Background and Discussion:
In 2019, Harris County Juvenile Probation Department committed to move away from a compliance
and punitive-driven juvenile justice system into one focused on reducing the number of young
people coming in, and for those who do, a system that provides the opportunities and support
they need to redirect their lives successfully. Five years later, Harris County has emerged as a
leader in juvenile justice transformation. The 2023 report includes data showcasing what occurred during this time period.
