Background and Discussion:
Uplift Harris is a guaranteed income pilot that allows participating households to receive $500 monthly for 18 months. The pilot's intent was to provide low-income households with direct unconditional financial support to meet their basic needs. That program has been stopped due to pending litigation brought by the Attorney General. The ARPA Steering Committee recommends launching a new program designed to include additional restrictions, including the use of debit cards and limited spending categories.
