Request for approval of three part-time positions effective August 10, 2024.

Background and Discussion:
The County Library is requesting to create three part-time positions that meet business needs as follows:
* Delivery Driver to assist with the timely delivery of library materials to library branches throughout Harris County.
* Library Specialist III - Innovation Lab position to support the day-to-day operation and maintenance of the library maker space area at the library branches throughout Harris County.
* Librarian I position is being created to bring a currently temporary employee with an employment agency contract in-house as an HCPL employee. This position creation will save money by eliminating the temporary employment agency fees. The Friends of the Spring Branch Memorial Library will fully fund the position's total cost, $32,037.
Expected Impact:
These positions will assist in increased program delivery for the library branches throughout Harris County.
