Background and Discussion:
Alex Bunin, Chief Public Defender, has given advance notice of his retirement effective December 31, 2025. In connection to this notice, OCA is requesting Commissioners Court approval of a new position in the Public Defender's Office to be used for succession planning and allow an orderly transition of work and responsibilities. The new position would be held by Mr. Bunin and would end with his retirement date of December 31, 2025.
* The Public Defender's Office will identify one-time funding available within their budget.
* Mr. Bunin will be transferred to the Succession Position and will continue with his regular job duties.
* The vacated regular appointed position will be recruited and onboarded. Mr. Bunin may be requested to assist with recruitment.
* Mr. Bunin will transfer duties to the replacement employee for the regular appointed position and assist with their training, when requested.
* Mr. Bunin will assist his replacement for the regular appointed position with other special projects when requested until his retirement.
* Upon reaching Mr. Bunin's retirement date, the Succession Position will be inactivated.
Because recruitment may take some time, the actual impact to the PDO budget is unknown at this time. It is anticipated that any impact to the PDO budget will occur in FY 2025.
