Background and Discussion:
On March 26, 2024, Commissioners Court approved an agreement of $3,891,457.17 with The Harris Center for Mental Health and IDD to implement the RISE program. RISE is intended to reach Harris County families with new expanded Early Childhood Intervention resources and interventions.

The Harris Center for Mental Health and IDD is seeking a no-cost project extension to allow for more time to successfully carry out the program, given the obligation deadline of December 31, 2024. The amendment is seeking to extend the period of performance to end on October 31, 2026.

Expected Impact:
The approval of the program extension will ensure all work for the agreement is completed before the ARPA December 31, 2026, deadline.

Alternative Options:
Commissioners Court may choose not to execute this amendment and the ILA will continue with the current timeline, resulting in risking program incompletion.
