Background and Discussion:
It is recommended that the Flood Control District be authorized to submit a full grant application through a FEMA Legislative Pre-Disaster Mitigation (LPDM) Grant seeking funding for the design phase required to support the future improvements along P118-08-00.

The proposed P118-08-00 channel improvements include enlarging the channel cross-section in width and depth along a 3,500 linear feet segment of the channel and replacing the three crossing culverts within the segment.

The anticipated federal share for the project is $1,383,069 with a local match of $461,023, for a total of $1,844,092. The funding is available specifically for this project in the FY24 Federal Budget and was submitted by Congresswoman Sheila Jackson-Lee, representing the 18th District of Texas.

Expected Impact:
The Flood Control District will utilize its resources to manage engineering consultants for the design of the project as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
