Background and Discussion:
The City of Baytown and the Flood Control District are partnering on a proposed project to enhance the existing storm sewer system. This project involves upgrading the main trunk line beneath Oklahoma Street to Minnesota Street and improving the existing outfall into Black Duck Bay, which is located on submerged lands owned by Port of Houston. These upgrades are necessary as the current system cannot handle a 2-year storm event. The improvements will increase the system's capacity to better manage stormwater and reduce flooding risks. The proposed system is designed to contain the (5-year) in accordance with the City of Baytown's 2021 ordinance. The Interlocal Agreement associated with this request is Agreement No. 2022-48.

Expected Impact:
This partnership project is the first phase in addressing recurring flooding in West Baytown, one of the city's oldest neighborhoods. Many homes in this area were built before 1940. The project involves replacing the Oklahoma storm sewer trunkline, which drains a 110-acre area and serves as the primary outfall for West Baytown.
