Background and Discussion:
The South Central Plant, located at 1303 Preston Street, provides cooling, heating, chilled water, and hot water to approximately 4 million square feet of building space in Harris County's downtown footprint and steam to the detention facilities. A water meter must be installed and will encroach on part of the City of Houston's public right of way. This encroachment agreement will allow the water meter to be installed and entails performing construction by removing then reinstalling brick pavers on the City of Houston's sidewalk easement.

Expected Impact:
These proposed additional improvements will enhance efficiency and meet the end users' current needs.

Alternative Options:
Based on the critical nature of the South Central Plant there are no alternatives as the proposed renovations and upgrades are required due to the existing system being at the end of its serviceable useful life.

Alignment with Goal(s):

_ Economic Opportunity
_ Housing
_ Public Health
