Background and Discussion: Harris County Resources for Children and Adults - Community Youth Services "CYS" Program provides voluntary services to students and families who are in crisis, within 12 surrounding school districts in Harris County. CYS provides direct services and referrals to youth and families that are not available through the District. The districts reimburse Harris County for 50% of the cost of each Youth Service Specialist position which represents one-half of the total personnel and mileage cost for each position.
