Background and Discussion:
Harris County owns property located at 1861 Old Spanish Trail where the Institute of Forensic Sciences primarily offices. The property is in the Texas Medical Center. MD Anderson initiated a project that includes a beautification element. As part of the project, a transmission tower on the County's property was identified as being eligible to be replaced with underground power lines. CenterPoint Energy will perform the work but requires an easement from the County to install and operate the underground power lines. In exchange for the easement from Harris County, CenterPoint Energy will release an easement they currently hold on the property for the transmission tower and overhead power lines. The transmission tower will then be removed and underground power lines installed. The project is being funded by MD Anderson. There is no cost to Harris County.

Expected Impact:
Harris County will benefit from the transmission pole being removed from the property at no cost. The County will exchange one easement for another.

Alternative Options:
The County could continue with the property as it is with overhead power lines and a transmission pole.
