Background and Discussion:
On April 23, 2024, Harris County Commissioners Court directed the Office of County Administration (OCA), "in coordination with relevant County agencies and departments, to create a list of recommended options to increase voter registration and participation in Harris County elections and to submit options for Commissioners Court consideration by June 4, 2024."
To address this directive, the OCA Research and Analysis Division (RAD):
* Provides background on the status of Harris County's current voter registration and participation and voter engagement-related efforts;
* Presents initiatives identified from a review of the literature;
* Provides initiatives implemented by other counties to increase voter registration and participation; and
* Concludes with recommended options for initiatives to increase voter registration and participation.
Based on an analysis of data on voter registration and participation in Harris County, conversations with Harris County elections officials, and conversations with other counties' election officials, to increase voter engagement and participation, the Office of County Administration - Research and Analysis Division presents recommended options for Commissioners Court's consideration.
