title
Request by the Commissioner of Precinct 3 for the Office of Management and Budget to provide an update on Harris Health System covering the $25M Jail Medical Costs identified in the FY25 Current Level of Services projections.
end
Background and Discussion:
The Office of Management and Budget presented the Current Level of Service presentation on the April 24, 2024 Commissioners Court identified a potential $76M deficit if the Voter Approval tax rate is adopted, which is the highest tax rate allowed without going to the voters. Another $50M was added to the deficit to implement the first phase of the pay equity study, bringing the total potential deficit to $125M.
A $25M cost for jail medical reimbursement was added as a "Countywide Build-In". Given the projected deficit in Harris County and the projected surplus in Harris Health, the Court should consider having Harris Health System cover this expense.
Expected Impact:
Reduces the deficit in the FY25 Current Level of Services, creating more room for negotiation during the budget process.
Alternative Options:
Keep it as a Harris County expense, which will necessitate more budget cuts.
