Background and Discussion:
National Park Service (NPS) released a Notice of Funding Availability (NOFA) for the Fiscal Year 2023 ORLP Program on November 7, 2023. The application is submitted by the County to TPWD, but TPWD then sends approved applications to NPS by April 30, 2024 for final grant award approval by NPS. Award notification is expected in February 2025.

If the grant application is approved, the ORLP Program funds will be used for construction improvements at Burnett Bayland Park. The goal of the improvements will be to expand and redevelop Burnett Bayland Park with trails, plants/trees, signage, soccer fields, and ponds.

Office of the Commissioner, Precinct 4, requests approval for Harris County to apply for the grant for Burnett Bayland Park Improvements in the amount of $11,352,169 for the purpose of enhancing access to quality natural spaces and improving health outcomes in the Gulfton-Sharpstown area of Houston and Harris County.

Expected Impact:
ORLP Program funds for the Burnett Bayland Park Improvements will transform the park into a more vibrant, accessible, and versatile community gathering space.

Alternative Options:
