Background and Discussion:
Barrier Free HCTRA Program, entails the demolition and reconstruction of toll plazas and ramps with an all-electronic tolling system. The Program requires the establishment of new electrical and gas services to power the proposed toll gantries. Some of the existing electrical and gas services will be removed. When construction is complete, there will be recurring costs associated with the use of the toll gantries.
