Background and Discussion:
Harris County leases space at 8319 Thora Ln in Hangar M-31 at Hooks Airport for the benefit of the Sheriff's Office (HCSO). The County pays $15,000/mo. for the rent. The Sheriff's Office operates its Air Operations Section (AOS) and Tactical Response Section (TRS) from M-31. AOS and TRS operate 5 aircraft, 10 tactical vehicles, and 41 FTEs. M-31 has space for an additional aircraft and the surrounding land has space to expand the hangar. The Office of Management and Budget and Engineering Department request authorization to negotiate for the acquisition of the land and improvements at 8319 Thora Ln. - M-31.
Expected Impact:
This would allow HCSO to continue aviation operations from a location it is familiar and comfortable with. It would help preserve operating dollars for other uses.
Alternative Options:
The County could continue leasing a hangar space, but this would require greater general fund expenditure. The County could explore other options for purchase, but this would require at a minimum a move to another hangar and may require a move to an airport less conducive to HCSO operations.
